1.开头段：引入背景。在世界很多地方青少年犯罪率越来越高，造成后果越来越严重而且犯罪年龄也越来越低了，这个现象引起了大家的担忧。造成这种现象的原因是多种多样的我们要采取不同的惩罚措施。

主体段1:主题句：犯罪率增加既有青少年自身的原因也有其生活环境造成的影响。

内因（个人原因）：青少年这个年龄段的特征

2、immature，不能够预见到自己行为给别人带来的伤害）

总结段：青少年犯罪率升高是一个令人担忧的问题，政府，家长，老师和孩子本身要一起努力降低犯罪率，虽然处罚是一种手段，防范于未然才是最理想的途径。
