　　Some people claim that not enough of the wastes from homes is not recycled. They say that the only way to increase recycling is for governments to make it a legal requirement. To what extent do you think laws are needed to make people recycle more of their wastes?

　　At relatively low recycling rates, household waste mostly ends up in landfill sites, which gives rise to some environmental impacts and energy use. Household recycling rates depend on how consumers and producers behave, which in turn, depends in part on the services available. As a result, what is needed is not a legal requirement but a comprehensive strategy to increase domestic waste recycling.

　　Householders are encouraged to separate recyclable materials from the rest of their waste and either put them into a kerbside box or take them to a collection point in their community, which is established to arouse public awareness about recycling and to encourage public participation in waste recovery. Producer responsibility is a variant of the 'polluter pays' principle that requires businesses to take responsibility for their products at the end of their life. The intention is that placing at least part of the costs of collecting and recycling goods on the manufacturers should provide an incentive to design products that generate less waste and are easier to recycle.

　　Collecting and recycling post-consumer waste is only the first part of the recycling cycle; the loop is closed only when consumers buy recycled products, the demand for which is sometimes not high enough to support collection and re-processing due to the misconception that recycled materials are lower in quality than those made from virgin materials. Therefore, governments should concentrate on creating efficient and stable markets for recycled goods. One element of their work is to identify high value uses for recycled materials. For example, glass filtration media can perform better in waste water treatment than traditional sand filters.

　　In conclusion, it is more viable for government to map out a comprehensive strategy, policies and action plans for waste management rather than just issue laws to make residents recycle more of their waste.
